Your telegram unnumbered October 15th "No.1 for Consul".

The State Department informs me that the crates of

machine guns were purchased by the Liberian Consul-General for the Liberian Government and are the arms referred to in

my telegram No.513. They asked the United States Ambassador in London three weeks ago to request an assurance from His Majesty's Government that the consignment would not be interfered with when conveying vessel touches at British West African port and hope that reply will be expedited. They already have the French Government's assurance.

I have informed Elder Dempster they may accept the order.
